PRIMARY PURPOSE OF THE POSITION

CWS is implementing UNICEF-supported child protection program – Special measures to support the response to the refugee and migrant situation in Bosnia and Herzegovina – phase III. Under direct supervision of the CWS/Europe Refugee/Migrant Program Officer, the Legal Guardians Supervisor will primarily supervise the team of guardians, coordinate the support with other relevant actors and report on developments and progress. Supervisor will work in close collaboration with CWS Europe Refugee/Migrant Program Officer, civil society organizations and local and international NGOs, government bodies, centers for social welfare in the Una-Sana canton and other stakeholders to ensure successful implementation of the program.  

The Legal Guardians Supervisor will be based in Bihac, Bosnia and Herzegovina, but will supervise guardians in other municipalities in Una-Sana Canton. The employment period is 7 months, with the possibility of extension.

ESSENTIAL DUTIES

  • Working in Una-Sana canton (Bosnia and Herzegovina) on program activities for 5 days during the week, 8 hours a day. These days may not be consecutive and will sometimes include weekends if needed;
  • Supervising and providing technical support to guardians to adequately plan and realize daily, weekly and monthly activities;
  • Mentoring guardians and regularly working on improving their skills and knowledge;
  • Ensuring that case management methodology is adequately implemented in everyday work and in line with the standard;
  • Conducting regular checks of individual case files on beneficiaries;
  • Ensuring that each needs assessment, individual plan or referral is properly documented and followed up;
  • Accompanying the guardians during interventions when needed;
  • Ensuring that CWS/UNICEF standards and policies, as well as the methodology of work, are understood and followed;
  • Ensuring that children’s rights are fully respected during work;
  • Collecting and updating adequate program documentation, regularly updating it and keeping it safe;
  • Regularly participating in coordination meetings and maintaining communication and cooperation with other organizations and actors in the field;
  • Developing protocols and work procedures together with CWS Europe R/M Program Officer;   
  • Monitoring and assisting guardians in recording and evaluating performed activities and reporting on a weekly basis or more often if requested;
  • Helping members of the team solve operational problems that occur during the implementation;
  • Regularly exchanging information with Centers for Social Welfare in Bihac, Cazin and Velika Kladusa.
  • Updating information set provided to beneficiaries on services and risks;
  • Detecting the needs and further resources necessary for the implementation of the activities;
  • Compiling and sending monthly reports;
  • In contact with the media, or prior to giving any public statements, it is necessary to consult and seek approval from CWS Europe R/M Program Officer and CWS Europe Regional Coordinator;
  • Monitoring the procurement of working materials and other necessities for the smooth implementation of program activities as well as spending from dedicated budget lines in collaboration with CWS Europe Finance Officer;
  • Ensuring that all material used during activities or distributed as humanitarian aid is adequately stored. Keeping regular records of distribution in a format that is consistent with the requirements;
  • Decisions that significantly change agreed tasks or program activities can be made only in consultation with CWS Europe R/M Program Officer and CWS Europe Regional Coordinator;
  • Performing other tasks delegated by CWS Europe office.

QUALIFICATIONS:

  • Experience: The candidate has at least one year of experience with an international or local NGO or related organization. Any practical and academic experience on humanitarian issues, intercultural mediation and experience in working with vulnerable populations is desirable. 
  • Education: Bachelor’s degree in Social work/Sociology, Pedagogy, Psychology or Law preferable. Experience of working within the social protection system desirable. Applicants with experience in managing and/or coordinating teams and/or with case management certificate will have an advantage.
  • Language: Spoken and written proficiency in English required; proficiency in another language/s is a plus.
  • Driving license: Clean driving record and license required (B category).
