Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing two Regional Projects on behalf of the Government of the Federal Republic of German:
The overall objective of the project “Preventing and Combating Trafficking in Human Beings” (PaCT) is to support key governmental and non-governmental stakeholders to create the necessary institutional conditions for improving the situation of potential victims and victims of trafficking in human beings among the migrants / refugees and the local population in the Western Balkans region.
To this aim, the project strengthens the resilience of groups vulnerable to the risks of trafficking, enhances the capacity of state and non-state organizations to identify victims and potential victims of THB, improves coordination and cooperation between relevant stakeholder groups in the national referral mechanisms and develops target group-specific psycho-social counseling and mental health services for potential victims and victims of THB.
In all this fields, the project supports the exchange of National coordinators for prevention THB and their network within the Migration, Asylum, Refugees Regional Initiative (MARRI). The project works on regional, country and local levels and cooperates with a variety of stakeholders from public administration and civil society. The project is implemented in six countries in the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia).
The overall objective of the project “Social Rights for Vulnerable Groups” (SoRi) is to improve access for (especially) disadvantaged groups to economic, social and cultural rights guaranteed in European and international instruments. The project constitutes a follow-up module to the current project Social Rights for Vulnerable Groups (implemented 2015-2019) and builds on its results and experiences in the areas of outreach social work, awareness raising on fundamental social rights, securing financing of social services and economic empowerment of vulnerably groups.
To this aim, the project will work on the upscaling of approaches developed during the previous module, on the integration of the principle “Leave No One Behind” of the 2030 Agenda into evidence-based planning and decision making on local level and on models to support the mentoring and integration of vulnerable groups into business and labour market.
The project works with associations or municipalities and their regional umbrella organisation NALAS in order to ensure experience exchange and mutual learning in the region. The project will be implemented in five countries in the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, North Macedonia and Serbia).
We are advertising for a Professional Advisor for Awareness Raising on Social Rights and Trafficking in Human Beings:
You provide technical, content-wise and organizational support to the implementation of the projects. You are responsible for implementation of project activities on country level in close consultation with the main counterparts, implementation partners and stakeholders. You are also monitoring the implementation of project activities on country level together with the main counterparts, the National Coordinator for prevention of trafficking in human beings in the Ministry for Security, and the two municipal associations, Association of Municipalities and Cities of the FBiH (SOGFBiH) and Association of Municipalities and Cities of the RS (SOGRS). Furthermore, you provide technical advisory and capacity development services. In addition, you are responsible for supporting networking and exchange with partners within Bosnia and Herzegovina as well as within the Western Balkans region.
In detail, this means technical and organizational advice to the National Coordinator for prevention of THB, the national referral mechanism, the municipal associations, NGOs active in the field, and other stakeholders.
Your professional advice shall contribute to the:
- Design of target group-specific awareness-raising campaigns
- Development of concepts for the specific awareness raising activities regarding preventing THB and protecting victims as well as informing on inclusion, anti-discrimination, social protection and social, economic and cultural rights
- Development specific content-wise material (brochures, publications, etc) for the awareness raising purposes
- Development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures for use and dissemination in the network of Coordinators for prevention of THB within MARRI as well as within NALAS;
- Implementation of quality assurance measures and necessary changes, improvements and initiatives
- Preparation of reports and documentation
You are supposed to keep your knowledge and expertise in the abovementioned topics updated, to maintain partner relations with other institutions (i.e. other donor organizations, local institutions) as well as to be informed on current developments in the relevant policy fields and the politics of Bosnia and Herzegovina in general.
You will be closely cooperating with other Team Members. You will contribute to the quality and knowledge management as well as results monitoring of GIZ.
You hold a masters’ degree in Social or Political Science, Cultural Studies, Social Work, or relevant specialist studies. You have at least 5 years of professional experience in the area of interventions of the project, like awareness raising, outreach and information to vulnerable groups, refugee protection, psycho-social support and/or social inclusion.
Your Bosnian/Croatian/Serbian as well as English language skills are proficient orally and in writing. Knowledge of the German language as well as professional experience in and with international organizations and/or NGOs are an asset. Good computer skills (MS office) are absolutely essential are. You are holding a valid driver’s license.
You are able to support the processes of coordination and planning with different stakeholders with the necessary political and conflict sensitivity (do no harm-approach). Therefore, your communication skills, social competences, commitment and experience with team-work are of crucial importance.
